Procedure Analysis
There were major life risks to the residents and critical underground contamination was elevating due to the present condition. In order to tackle this kind of, an underground sewerage program was recommended in the municipality of Alandur in 1996. The government of Tamil Nadu (GOT) together with the financial support from Community Bank took a decision to get a sewerage program in considerately selected doze urban centres and Alandur being the one of it.
Preparation of the PPP Project:
The Tamil Nadu Urban Infrastructure Financial Services Limited (TNUIFSL) was formed with the objective of enhancing the state of city infrastructure inside the state and was in charge of financial structuring of the total project. A personal engineer service provider was equiped by TNUIFSL with the role was to prepare a technical design.
The scope from the work included project style, identification in the locations of pumping channels, treatment plans and expense estimates.
A “Willingness to Pay” survey was conducted by the consultants with all the aim to gain access to the scheme’s acceptability by people and their readiness to pay. Regarding 97% from the people of Alandur wished to have the sewer connection, and want to pay a fair amount: pertaining to connection about Rs 2000, for maintenance- Rs 21-50 per month such as the case of water supply.
Community Participation
This was a distinctive case in which the public positively participated in the financing in the project. To find acceptance and make consensus among the list of public, the municipality mounted a vigorous public outreach/public participation advertising campaign with considerable media protection to explain the projects benefits, costs, and tariff system. The municipality adopted this procedures:
- A detailed dialogue was held among the officers and staff along with the Chairman regarding the sewerage project.
- Residents had been motivated through corner conferences and advertisements.
- Every one of the holidays which includes Saturdays and Sundays were used for conversation with the resident’s welfare groups.
- Although, initially a great deal of the population with the town has not been ready to pay the substantial deposits related to the sewerage collection fees and month to month tariff, as indicated by survey, active awareness certain them to shell out.
- In order to increase the comfort of the residents of the area in terms of payments, the municipality opened several collection organisations at diverse locations.
To find the opinion of the community on multiple issues and with a view to see the project progress in multiple stages, the government bodies of the Alandur Municipality (AM) used to arrange meetings with the representatives of the welfare relationship on a multiple basis. This process ensured something of effective participation from the community inside the implementation in the project.
